
Joseph-Emery Kouaho, Ph.D.
Senior Policy & Research Associate
Dr. Kouaho’s most recent role was with The James B. Hunt Jr. Institute conducting higher education policy research for state legislators across the country, and providing recommendations to practitioners on how to develop equitable education policies. Prior to his role with The Hunt Institute, he worked as a Research Associate for the United Negro College Fund where he specialized in program evaluation and policy analysis.
Dr. Kouaho previously held fellowship positions with the Learning Policy Institute, Southern Education Foundation, and Durham Public Schools Foundation, and has contributed as a co-author on several projects spanning the education policy continuum.
As a methodologically fluid researcher, Dr. Kouaho’s expertise, and passion for his work centers on advocating for policies that ameliorate the educational, social, and economic lives of Black people, and other politically marginalized people. Born in Abidjan Cote D’Ivoire, he earned his Ph.D. in Education Policy from the University of Georgia’s Mary Frances Early College of Education, his Master of Public Policy from Duke University’s Sanford School of Public Policy, and his bachelor’s in Political Science from the University of North Carolina at Chapel Hill. He enjoys spending time with his family and friends, reading, and writing poetry when away from the office.
